March 13, 1928 - May 20, 2001
GREEN VALLEY, Ariz. - Ralph Warren Hanley, 73, died May 20, 2001, after a brief illness at his home in Green Valley, surrounded by his beloved family and friends.
Mr. Hanley was born March 13, 1928, the fourth child of William C. and Grace J. Prindiville Hanley. He was educated primarily in parochial schools in New Orleans, Kansas City, Mo., and Chicago, graduating from Mt. Carmel High School in Chicago in 1946.
He joined the Army and served honorably until his discharge in 1948. After discharge from the Army, he attended the University of California at Berkeley and graduated with a degree in economics and Russian, intending to make a career in the United States Foreign Service. Health problems at the time prevented him from doing so, however.
Motivated by a continuing desire for public service, Mr. Hanley began a career in municipal administration, culminating in his service as deputy city manager of San Jose, Calif., city manager of Fresno, Calif., and city manager of Salem, Ore., from which he retired in 1983. Thereafter, he served as consultant to the Salem Area Transit Authority, Polk County, Ore., and to the City of San Jose. In each of these positions and consulting engagements, he exhibited an extraordinary capacity to develop and and recommend public policy and to implement the decisions of appointed and elected officials. Mr. Hanley was particulary noted for his command of public finance, labor relations and organizational management.
After completing his consulting work, Mr. Hanley and his wife Suzi moved to Green Valley, where they lived happily for the last six years of his life.
He treasured spending time with his loved ones and was an avid reader. He also enjoyed jazz music and the great outdoors, through fly fishing and camping.
He is survived by his wife, Suzi; his daughter Megan Osborn, her husband, John, and their children, Ryan Osborn and Grace Williamson; one great-grandchild, Luke Williamson; sister, Joanne Hanley; brothers, William, Paul and Philip Hanley; and numerous nieces and nephews.
Mr. Hanley was preceded in death by his son, Michael Hanley; sister, Mary Suzanne Hanley; and brother, John T. Hanley.
Remembrances in the name of Ralph W. Hanley may be made to Spring Valley Church and Cemetery in Zena, Ore., in care of Rachel Walker, 4780 Brush College Road NW, Salem, OR 97304. Memorial services were held in Green Valley, Ariz., on May 22, 2001. Private family graveside services will be held at Spring Valley Church and Cemetery in Zena, Ore.
