OBITUARY: 
William Thomas Francke, Jr, January 5, 1937-March 2, 2005 
INDEPENDENCE – William Thomas Francke, Jr., the son of William Thomas Francke Sr. and Ruth (Hayes) Francke was born in Lockford, Calif., and reared in Seattle, Wash. 
After completing his formal education in the Seattle public school system, Bill enlisted in the United States Coast Guard Service and subsequently served with distinction at several life saving stations along the Pacific Northwest Coast. Following honorable discharge, Bill entered law enforcement and served in the King County Sheriff'’ Department until a service-related injury forced him into early medical retirement. During his tenure in law enforcement Bill volunteered for many after hour assignments including safety officer for the Lake Washington Gold Cup Boat Races and numerous citizens’ boards for crime prevention. Bill also found time to garner a Private Pilot’s License while living in Washington. He subsequently worked in security at the Boeing Air Museum, fulfilling a lifelong dream to utilize his vast amateur hobby knowledge about all things airworthy. 
In 1991 Bill and his wife Dee moved to Independence, Ore. Bill’s commitment to aviation and law enforcement, and a keen sense of history quickly gave him new friends and responsibilities. Bill joined the Oregon Wing of the Civil Air Patrol. In time his efforts won him the rank of Major and assignment as Salem’s Squadron Commander. He held this position until reassignment into the Wing as Assistant Inspector General. While serving in the CAP, Biull flew many search missions and was awarded two coveted Life Saving Certificates. Other accomplishments and commitments include, Wagon Master of the Polk County Wagon Train Commission for the 1993 Oregon trail re-enactment, recipient of the Independence/Monmouth Citizen of Distinction Award, past President of the Polk County Chapter of the Oregon Pilot’s Assn, sustaining member of the National Rifle Assn, active member of Chapter 292 of ther Experimental Aircraft Assn, advisor to the local Explorer Post of the Boy Scouts of America, various offices in the Independence Homeowners Assn, and volunteer on the Independence Community Disaster Relief Board. 
William Thomas Francke Jr. is survived by his wife, Dee of Independence; daughter, Cindy Knight of Lynnwood, Wash.; son, William Thomas Francke III of Pacific, Wash; son, Michael Goddard of McMinnville; daughter, Jacquie Kline of Spokane, Wash.; daughter, Wendy Butler of Provo, Utah; son, Jon Horton of Phoenix, Ariz.; 11 grandchildren; and 2 great-grandchildren; sister, Luyn Welch of Bothell, Wash; sister, Carol Connolly of Kansas City, Kan; and brother, David Francke of Mulkiteo, Wash. He is preceded in death by his parents and one son, Richard Goddard. 
Viewing will be held from 6 to 8 pm Fri., March 4, 2005, at Farnstrom Mortuary. Funeral services will be held at 10 am Sat, March 5, 2005 at Church of Jesus Christ of Latter-day Saints, 783 Church Street West, Monmouth, Ore. Burial will follow immediately at the Smith Cemetery south of Monmouth. In lieu of flowers, please make any remembrance contributions to Willamette Valley Hospice and/or the Civil Air Patrol Youth Education Fund.
